Within the Program, self-designation of good will helpers from the youth milieu, whose main tasks are information on the program, its events and projects as well as distribution of information and souvenir production. On the day of the opening ceremony, Mar 10th, art rangers were walking on the streets of Kudymkar with rucksacks, flags, and other pink identification marks and informed passers-by on the upcoming events of the "Culture Reloaded".
BENEFICIARY (Latin beneficium good deed)
Person or a group of persons, for whom these or those events are being realized. Ultimate beneficiaries of "Culture Reloaded" are broad community of the town of Kudymkar, the Permian Komi District and the Perm region, andchildren aged between 5 and 14 years, young people up to 30 years, adults up to 50 years and older in particular.
In the cultural terms, development of cultural authorities and institutions, which would correspond to time demands. Within "Culture Reloaded", this development is being carried out particularily through broadening of staff competences, involved in the cultural field, ie improvement of qualifications of cultural operators, managers, and actors. One of the main results of the program will be improvement of the professional level in the whole cultural sector of the Perm Region.
In a general sense of the word, union of several homogeneous elements, which may be seen as an independent unit with definite attributes. In the cultural terms, a group of inter-related institutions/areas in the cultural field, concentrated on a definite territory. The main target of the Cluster of the Finno-Ugric Culture is creation of a space for communication among cultural actors, institutions, and operators of the Permian Komi District, the Perm Region, other Finno-Ugric territories and countries by carrying out of seminars, workshops, realization of specific projects as well as presentation of specific results of that work.
Terms like "cultural insustries" and "creative economics" have the same meaning. Joint cycle of creation, manufacture, and distribution of products and services, based on creative work and intellectual capital. "Culture Reloaded" is leant oncreative potential of residents of the town of Kudymkar and the Permian Komi District, especially, as regards preservation and development of the traditional Permian Komi culture. Some of the targets of the program ispreparation and creation of the production, which corresponds to modern demands, and development of a wholebranch of innovative economics, based on the obtained experiences.
Within the Program, self-designation of good will helpers from the milieu of local leaders, cultural actors and managers as well as other interested persons. Their main target is distribution of information on the Program, its events and projects, carrying-out of visiting presentations for employees of institutions and enterprises of the town of Kudymkar. On the day of the opening of the Program, Mar 10th, 2011, cultural ambassadors visited in total 18 objects – municipal institutions, hospitals, police departments, banks, etc., what stipulated the high level of awareness of town residents of the Program and attraction of new volunteers to participation in the Program.
Local cultural actor or manager, representative of a cultural or educational institution, nonprofit organization of a national or a common cultural direction, by whose means an authentic cultural milieu is being formed in the specific region. While being a direct representative of local cultural traditions, having an adequate education and formed networks of work relations in his/her regions, a cultural operator unites his/her efforts and acquires additional premises for development and support of a cultural diversity of the target regions. Within "Culture Reloaded", a significant attention is paid to educational programs for cultural operators, share of visions on cultural policy of the town of Kudymkar and the Permian Komi Region, demonstration of best national and foreign practices in the cultural field.
CULTURE RELOADED (Permian Komi культуралöн вежан кад, Russian культурная перезагрузка)
Within the Program, the word "Reloaded" is not a translation of the English word "Reset", which stands, for instance, for the reset of a computer/system by losing non-stored data or a political reset in relations between Russia and the USA, but rather a "creation of a reserved copy", ie fixation of the obtained experiences, analysis of results, andcontinuation of work based on obtained and stored information. In that sense, "change of times" (Permian Komi вежан кад) means just an adaptation of rich traditions of the Permian Komi people to modern conditions, what may be expressed n English by the word "Reload" at its best.
ETHNOSQUAT (Old Greek ἔθνος people and English squat)
Squat is a space, divided into sections, usually abandoned before, for the cohabitation of different people and families, who are related to creativity and/or hippie culture. Besides, squat may be called a common area for the realization of own creative projects by different groups of like-minded people. Exactly the second sense of the word is meant by "Culture Reloaded". On a place of one of the non-used buildings in Kudymkar, a multifunctional complex for communication, creativity, and idea sharing has been created. Many projects will be connected with the traditional culture of Permian Komis: Exactly because of that the designation has the component "ethno" in its composition.
Not simply a new idea or a new product but such a novelty, which is providing a qualitative growth of the efficiency of the actual system, its processes or the manufactured production. "Culture Reloaded" suggests a principly other structure of the program by using innovative approach according to all the directions – educational projects with long-term perspectives; rise of life quality through improvement and broadening of cultural opportunities; creative economicsbased on traditional Permian Komi culture; creative transformation of the town infrastructure; use of modern communication channels.
Composite of knowledges and skills across sciences, activity fields, industries, etc. "Culture Reloaded" reckons with abroad awareness and competences of participants of projects to be realized, not only their instruction in new skillsbut also inspiration and rethinking of their own experiences. The reloading is based on an isosceles triangle "power - business - civic society", as long as only harmonic interaction of all the vertices provides a comfort milieu for development of the creative potential of residents of the town of Kudymkar and the Permian Komi District. Besides, many projects hold a transition position between main directions of "reloading" and require competences in a wide range of questions: So, Festivals "Izyur" and "Secret of Light" touch the improvement of life quality through culture as well as creative industries, whereas the Project "Five Storeys", along with those directions, is connected with the town's infrastructure.
A community of people, who interact with each other on a certain territory. The term corresponds with perception of interrelations and interdependence in its borders by community members, responsibility share between them and union of them on a base of common targets and values. Within "Culture Reloaded", a great attention is paid to theformation of local community (community building) and its development (community development). Foundation for consummation of declared targets became the creation of an integrated information space by means of an intensive awareness of residents of the town of Kudymkar of "Culture Reloaded" directions, whose result was themaximal involvement of town and Permian Komi District residents in the Program.
In economics, effect, which is carried out by the consumer of a product or service on the value of this product or service for other consumers: For instance, the more users own a phone, the more valuable the network becomes for everybody of them; the value is growing with a growth of number of subscribers, as long as connection of every further subscriber means possibility to get connected to a greater number of people. In the terms of "Culture Reloaded", creation of optimal conditions for the development of cultural milieu in the town of Kudymkar and the Permian Komi Region is meant with the target of providing a demand for the obtained ultimate product, broadening of the database of its consumers and appearance of new cultural products based on projects, which have become successful already.
Methods of work, which allow private people (community) not to act as consumers of a cultural product only but to be also direct participants of the process and/or manufacturers of the ultimate product. The major target of "Culture Reloaded" is transformation of intelligence and creative potential of people, who live on the territory of the town of Kudymkar and the Permian Komi District, to a leading factor of the cultural and economic development andcompetitivity of the territory. That is why a great attention is paid to creation of optimal opportunities for a broad participation of the local community in the work according to the Program directions.

Within "Culture Reloaded", target audiences mean immediate beneficiaries of the Program - cultural actors and managers, representatives of business community, non-governmental organizations, cultural operators and institutions, regulatory bodies of the town of Kudymkar, ie those people and institutions, who or which particularily affect directions of processes in the milieu of ultimate beneficiaries of the Program - general public, Kudymkar's residents.
